Boil in the Genital Area

Every so often (especially near my cycle), I get what can be best described as a "boil" in the same area between my legs near the panty line. Is this a hormonal thing or could it be an STD? This has been happening for years with no other "symptoms" so I have not been very concerned. Should I be?

When in doubt, check it out. Most likely, you have developed a tiny abcess pocket in that spot that occasionally gets re-infected. They are not uncommon in the groin or genital region. They often begin as an ingrown/infected hair follicle and get inflamed because of the trapped perspiration and bacteria, rubbing of clothes and yes, hormonal changes. Your doctor can remove the pocket and end the problem. It could also be an STD, though this is unlikely in the scenario you describe.
